The Horizon is docked in a area known as Point Loma and is just 5 minutes more or less west of the airport. Downtown San Diego is just 5 minutes roughly east of the Airport.
Since San Diego is a major tourist destination, there are plenty of hotels all around including in Point Loma within walking distance to the Horizon docks or in downtown. Hotels downtown tend to be a bit more upscale and pricey but then you are close to all the downtown action.
Here’s a short list of some of the possible things you can do:

Beaches - we got lots of them! -
Shopping - Downtown is a great area for shopping. Check out Seaport village and Horton Plaza, both in the downtown area

Amusement parks - Seaworld and San Diego Zoo are both close to downtown. Legoland is in North County about 30-40 minutes north of downtown.

Tijuana - a quick Trolley ride from Down Town San Diego will get you to Tijuana, Mexico in about 15 minutes!

Local spearfishing - For easy access and great diving - try the La Jolla Kelp beds for White Sea Bass, a possible home guard Yellowtail or tasty Calico Bass.
